Actually, I found it quite easy to get PayPal to have my new address.
I either just edited it, or told them "Here's a second address to use" and then "The second address is now my primary one" and later "Forget about the first address". (I've done that with enough places I no longer remember who did it the easy way and who needed that mess.)
