The MARTA rail doesn't go that far, but the East route end terminal connects with buses that do. Or did, last time I took MARTA out that way. My stop was short of the end, so I can't help you further. The hours should be okay -- that's past main rush hour, and you are headed out rather than in. You may have to go downtown from AMTRAK to change lines, as the system operates north-south and east-west, only intersection being Five Points Station, and I have no idea where AMTRAK dumps people. I always came in by air. Last time being maybe five years ago, so all this is subject to change.
You can usually get a taxi right at the MARTA station, if you'd prefer that.
