I don't know if it will help, as you are obviously getting a phishing by phone call (e.g., illegal activity to start with, I believe), but have you placed your phone(s) on the national Do Not Call list? It is at https://www.donotcall.gov/ (https://www.donotcall.gov/). I have been on the list for several years now, and the only calls I get are those that are "exempt".
